A person who commits, orders, or is complicit in torture must face legal
consequences. In Syria, however, there is absolute impunity if torture
allegations are linked to the intelligence services of the Assad
government. Also on an international level there is little prospect of
accountability. What remains to Syrian torture survivors is the way to
courts in third countries.

In Sweden, this could be made possible through the principle of universal
jurisdiction, which allows Swedish authorities to investigate and conduct
judicial proceedings in relation to international crimes such as torture.
In other European countries such as Germany and France, criminal complaints
by Syrian torture survivors have contributed to arrest warrants against key
figures within Assad’s torture system

 will explain possible legal means and avenues in Sweden to tackle grave
