Rights of individuum also in focus, but rights of community/people are preceded. Atomisation of society in result bring alienation. But collectivism (in sense of communistic or totalitaristic regime) also is not decision of problem. It's just another side of coin. But essential aspect is place of cultural development. In India 80% of population are poor or very poor, but most of them just not like to work and government use half of year budget for dotation to poor people. Factor of hinduism/jainism/buddism religions (reincarnation) is very important for people there and not separated with social-political life.
