Kein Frieden mit der NATO!
Communiqué vom 09.04.2009
Am 4. April gab es in Strasbourg einen Aufstand gegen den NATO-Gipfel, die
Kriege im Ausland und die Aufstandsbekämpfung im Inland. Bereits nach dem
Mord in Athen im letzten Dezember und während der G20-Proteste in London, wo
am 1. April vor der Bank of England ein Passant von der Polizei hinterrücks
erschlagen wurde, revoltierten AnarchistInnen gegen Staat und Kapitalismus.
In Strasbourg wurden die Riots von Autonomen und Jugendlichen aus der
Banlieue initiiert. Bei der Bevölkerung der meist ärmeren Stadtteile, in
welche die Riots von den französischen Behörden bewusst verlagert wurden,
stieß die gegen die Polizei gerichtete Gewalt größtenteils auf Genugtuung und
praktische Solidarität.
Auf deutscher Seite wurden über 20.000 PolizistInnen eingesetzt. Zudem wurden
sogenannte „Gefährderanschreiben“ verschickt, Meldeauflagen erlassen und
Ausreiseverbote verhängt. Von den französischen Behörden wurden
Einreiseverbote durchgesetzt, so dass sich viele jüngere Menschen mit
europäischem Pass mit Polizeischikanen an geschlossenen Grenzen konfrontiert
sahen. Bereits knapp eine Woche vor dem Gipfel fand in Freiburg am 30. März
eine antimilitaristische Großdemonstration mit über 2.000 TeilnehmerInnen
statt. Durch den Einsatz tausender PolizistInnen sollte jeder Ausdruck
legitimen Protests unterdrückt werden. Diese Erfahrungen mit der deutschen
Polizei, die geschlossenen Grenzen, das Vorgehen der französischen Polizei in
Strasbourg und die anschließende Schnellverfahren politisierten und
radikalisierten viele Unzufriedene.
Den Strasbourger Aufstand versuchte die französischen Polizei durch den
Einsatz von Waffen zu unterdrücken. Sie schoss gezielt Gummigeschosse groß
wie Tennisbälle, die sehr schmerzhaft sind und große Hämatome verursachen. Es
wurden Schockgranaten in großen Mengen eingesetzt, um Massenpanik in größeren
Menschenmengen auszulösen. Neben einem sehr hellen Lichtblitz und einer
ohrenbetäubendem Explosion, die zu Langzeithörschäden führen kann,
verursachen die Granaten Splitterwunden durch umherfliegende
Aluminiumfragmente. Diese Splitter können nur schwer entfernt werden, da
Aluminium unter Röntgenstrahlen nicht sichtbar ist. Zusätzlich verursachen
die Granaten vermutlich durch Sprengstoffklumpen, die nicht sofort explodiert
sind, penetrierende Brandwunden, sowie die bei Schockgranaten übliche direkte
Schockwirkung auf das Gewebe.
Diese Kriegswaffen gegen die Bevölkerung einzusetzen ist ebenso verwerflich
wie der massenhafte Einsatz von Chemiewaffen. Mehrere Tage gab es Gasangriffe
im großen Stil, teilweise wurde aus Helikoptern geschossen. Bei der
Auftaktkundgebung im Jardin des deux rives wurden 20.000 Menschen eingegast.
SanitäterInnen wurden bei der Behandlung von Verletzten ebenso wie
gekennzeichnete Presse bei der Reportage gezielt mit Gas angegriffen. Im
sogenannten Frieden gilt nach wie vor nicht das Genfer Protokoll vom
17.06.1925, in dem zur Begründung auch der Ächtung von Augenkampfstoffen
festgehalten ist: „Die Erwägung, dass die allgemeine Meinung der
zivilisierten Welt es mit Recht verurteilt habe, erstickende, giftige oder
gleichartige Gase sowie ähnliche Flüssigkeiten, Stoffe oder Verfahrensarten
im Kriege zu verwenden.“
Es gab auch Fälle individuellen Terrors von Seiten der Polizei. Nach dem
Kessel in der Rue du Port du Rhin haben als Autonome verkleidete Polizisten
DemonstrantInnen selektiert, die daraufhin von uniformierten Polizisten
verprügelt wurden. Zuvor warf eine CRS-Einheit Steine auf friedliche
DemonstrantInnen. Bei der Abreise vom Camp wurden Geld, Laptop, Kameras und
Handys von der Polizei gestohlen. Die Frage nach einem Beschlagnahmeprotokoll
wurde beantwortet mit: „Laptop? Was für ein Laptop? Verschwinde!“
Mögen die Jugendlichen aus der Banlieue auch andere Lebenswirklichkeiten als
die zugereisten Autonomen haben: Uns eint der Hass auf Staat und Polizei. Der
französische Staat wollte in Strasbourg jeden Protest – ob friedlich oder
militant – mit Gewalt unterdrücken. Die in einem grenzüberschreitenden
Festakt abgefackelten Grenzgebäude sind ein Symbol des Scheiterns dieser
Unterdrückungsstrategie, wie die entglaste Militärkaserne ein Symbol des
Widerstands gegen die Kriegspolitik der NATO ist. Die Plünderung der
Tankstelle war gelebte Enteignung und das niedergebrannte Hotel wird nie
wieder Polizei beherbergen. Nur die verdammte Kirche mit dem Victor
Hugo-Graffiti „Die Religion ist nichts als der Schatten, den das Universum
auf die menschliche Intelligenz wirft“ wollte partout nicht brennen.

Le 4 avril fut une insurrection contre le sommet de l’OTAN, contre les guerres
à l’étranger et contre la répression des révoltes à l’intérieur du pays. Déjà
lors du meurtre à Athènes en décembre dernier et lors des protestations du
G20 à Londres, où un passant a été matraqué devant la Bank of England par la
police, des anarchistes se sont revoltéEs contre l’Etat et le capitalisme. A
Strasbourg, des autonomes et des jeunes des banlieues ont mené des émeutes.
Les habitantEs des quartiers pauvres, où les émeutes ont été consciemment
délocalisées par les autorités françaises, ont montré une certaine
compréhension et une solidarité pratique face à la violence dirigée contre la
police.
Du côté allemand, 20.000 policiEres ont été recrutéEs. De plus des lettres aux
prétenduEs provocateurs, des ordres de se rendre au poste de police, et des
interdictions de sortie du territoire ont été édicté. Les autorités
françaises ont distribué des interdictions d’entrée du territoire, si bien
que de nombreuses jeunes personnes en possession d’un passeport européen ont
été confrontées à des chicaneries de la police et se sont retrouvées devant
des frontières fermées. Pas moins d’une semaine avant le sommet, une
manifestation anti-militariste avait été organisée à Freiburg le 30 mars avec
plus de 2.000 participantEs. La présence de plusieurs milliers de policiEres
avait pour conséquence l’étouffement de toute forme légitime de protestation.
Ces expériences avec la police allemande, les frontières fermées, l’approche
de la police française à Strasbourg et les comparutions immédiates qui ont
suivi, ont radicalisé et politisé beaucoup de mécontentEs.
La police française a tenté de réprimer l’insurrection strasbourgeoise en
employant des armes. Elle a tiré et ciblé avec des flashball de la taille
d’une balle de tennis, qui sont très douloureux et provoquent des hématomes.
L’emploie de bombes sonores était massif, afin de répandre la panique dans la
masse. Les flashball diffusent une lumière éclaire, explosent, assourdissent
et peuvent provoquer des pertes de l‘audition. Les grenades peuvent aussi
provoquer des blessures d‘éclats par la diffusion de fragments d‘aluminium.
En plus les grenades peuvent etre à l’origine, par des regroupements
d‘explosifs, qui n‘explosent pas instantanément, de plaies de brulures, comme
celles produitent par les flashball sur le tissu.
L’utilisation de ces armes de guerre contre la population doit être condamnée
ainsi que l’utilisation d’armes chimiques. Pendant plusieurs jours, les
attaques au gaz furent d’une grande envergure et la police a tiré en partie
depuis des hélicoptères. Sur la place du rassemblement de la manifestation
officielle au jardin des deux rives, 20.000 personnes ont été gazées. Les
médecins autonomes et les journalistes ont également été la cible des tirs de
lacrymogènes. En temps de paix, le Protocole de Genève datant du 17.06.1925,
ne semble pas entrer en vigueur : « Considerant que l’emploi à la guerre de
gaz asphyxiants, toxiques ou similaires, ainsi que de tous liquides, matières
ou procédés analogues, a été à juste titre condamné par l’opinion générale du
monde civilisé »
Il y a aussi eu des cas individuel de terreur du côté de la police. Après que
la manifestation fut encerclée Rue du Port du Rhin, des policiers en civil
ont sélectionné des manifestants, qui ont par la suite été battu. Un groupe
de CRS a également jeté des pierres sur des manifestantEs pacifiques. A la
sortie du camp de l’argent, des ordinateurs portables, des caméras et des
téléphones portables ont été perquisitionnés. A la question posée, s’il
existait un protocole de perquisition, la réponse fut : « Ordinateur ? Quel
ordinateur ? Dégage ! »
Même si les jeunes des banlieues vivent une autre réalité que les voyageurs
autonomes : ce qui nous unit c’est la haine contre l’Etat et la police.
L’Etat français voulait réprimer violement toute protestation à Strasbourg,
qu’elle soit pacifiste ou militante. La mise à feu de l’ancienne douane
française est un symbole de l’échec de cette stratégie, comme l’attaque de la
caserne militaire, un symbole de la résistance contre la politique de guerre
de l’OTAN. Le pillage de la pompe à essence était un acte de dépossession et
l’hôtel incendié ne pourra plus jamais loger des policiers. Seule l’Eglise
avec le graffiti de Victor Hugo « La religion n’est autre chose que l’ombre
portée de l’univers sur l’intelligence humaine » n’a pas voulu brûler
entièrement.

On the 4th of April in Strasbourg there was an uprising against the
NATO-summit, against its foreign wars and their homeland war on resistance.
Anarchists had already revolted last December after the murder in Athens and
during the G20 protests in London. At these protests a man was beaten by the
police resulting in his death. In Strasbourg the riots were initiated by
Autonomists and the youths of the Banlieue. The authorities intentionally
pushed the riots into the poorer parts of the city, here the population
demonstrated a large level of support and solidarity with the violence
towards the police force.
On the German side of the border over 20,000 police were mobilised. This was
accompanied by legal deception with many so-called “agitator-letters” being
sent (letters telling people to stay at home or face the consequences), terms
of obligation were declared and travel bans imposed. The French authorities
declared entry bans, so that many young people with European passports were
confronted with police subterfuge and closed borders. In Freiburg on the 30th
of March a anti-militarism demonstration, with more than 2,000 participants,
had already taken place. The deployment of thousands of police was there to
try and repress all forms of legitimate protest. The experience with the
German police force, the closed borders, the actions of the French police
forces in Strasbourg and the subsequent rapid court proceedings has resulted
in the politicising and radicalising of many of the discontented.
The French police deployed an array of weaponry in order to quash the
resistance. They fired tennis ball sized rubber bullets, causing extreme pain
and internal bleeding. They used a large quantity of shock grenades in order
to cause mass panic. Besides producing a bright flash and an ear
busting ’bang’ (which can lead to long term hearing impairment), they also
sprayed shrapnel like slivers of aluminium. These aluminium fragments are
difficult to remove as they can’t be located using an x-ray. Added to this
the grenades also cause burn injuries, when material from the grenade,
presumably due to explosives that did not initially detonate, burrows in
through the skin and clothing. Not to forget, is the direct explosion, and
its effects on human tissue, from the grenade when it explodes.
The use of these military weapons against the population is to be condemned in
the same way as the widespread use of chemical weapons. From the start to the
end of the protest against the NATO-summit, protesters and their camp were
bombarded with gas. Sometimes the gas-munitions were shot from helicopters.
At the opening rally in the park Jardin des deux rives 20,000 people were
gassed. Despite being clearly marked the paramedics were attacked when
attending to injured people. This course of action was also followed for the
press. As both of these groups were easy to recognise it must be presumed
that it was deliberate. It is clear to see that in times of peace the Geneva
protocol (17/06/1925) does not come into force: “Whereas the use in war of
asphyxiating, poisonous or other gases, and of all analogous liquids,
materials or devices, has been justly condemned by the general opinion of the
civilised world.”
There were also isolated examples of terror from the police. After
the ’kettling’ in the Rue du Port du Rhin, plain clothed police dressed as
autonomist demonstrators selected people who were then to be beaten-up by
uniformed police. Prior to this a unit of CRS (the ill-famed French riot
police) threw stones at peaceful demonstrators. As visitors left the
anti-NATO camp money, laptops, cameras and mobile telephones were stolen by
the police. When asked for a written proof of confiscation the reply was
given “Laptop? What laptop? Go away!”
The youths from the Banlieue may have a different social reality to the
Autonomists, but one thing unites us: our hatred of the state and its police
force. The French state wanted to violently crush all forms of dissent in
Strasbourg, regardless of whether they were peaceful or militant. The cross
border co-operation which resulted in the celebrated border checkpoint
torching was a symbol of how their repression tactic failed. As was smashing
the military barracks windows a symbol of resistance against the
martial-politics of NATO. The burned out hotel will never harbour the police
again, and the pillaged gas-station was lived re-distribution of property.
Only the damned church with the Victor Hugo graffiti “Religion is nothing but
the shadow cast by the universe upon human intelligence” didn’t want to be
burned.
