Kostenstreit um G8-Gipfel in Heiligendamm - Schleswig-Holstein will einspringen

Im Streit über die Kosten für den G8-Gipfel 2007 in Heiligendamm soll ein
Krisengespräch am Freitag im Kanzleramt für Klarheit sorgen.
Wirtschaftsminister Jürgen Seidel (CDU), Innenminister Lorenz (CDU) und
Staatskanzlei-Chef Reinhard Meyer (SPD) wollen sich in Berlin dafür einsetzen,
dass der Bund einen Großteil der Kosten von rund 92 Millionen Euro übernimmt.

Für den Fall, dass Mecklenburg-Vorpommern die Ausrichtung des Gipfels wegen der
zu hohen Kosten zurückgeben sollte, hat sich offenbar Schleswig-Holstein bereit
erklärt, das Treffen zu übernehmen. Das berichten die "Lübecker Nachrichten" in
einer Vorabmeldung der Freitagsausgabe. Das Blatt beruft sich dabei auf
Wirtschaftsminister Dietrich Austermann (CDU). "Wenn Mecklenburg-Vorpommern
abspringt, sind wir gern bereit, als Gastgeber für den Gipfel einzuspringen",
sagte Austermann der Zeitung. Schleswig-Holstein sei dafür mit seiner
Infrastruktur "bestens aufgestellt". Als möglichen Tagungsort für die acht
Staatschefs wird das frisch renovierte Plöner Schloss ins Gespräch gebracht.
Ministerpräsident fordert "klare Aussagen"
Mecklenburg-Vorpommerns Ministerpräsident Harald Ringstorff (SPD) hatte am
Mittwoch vor dem Landtag die gesamtdeutsche Bedeutung der Gipfels
unterstrichen. Ein stärkeres finanzielles Engagement des Bundes als bisher
angeboten sei dringend erforderlich, sagte er. Es sei an der Zeit, zu klaren
Aussagen zu kommen.

Seidel betonte dagegen, dass das Gespräch im Bundeskanzleramt völlig
ergebnisoffen geführt werden müsse. Er kritisierte in diesem Zusammenhang auch
die am Vortag geäußerten Drohungen der SPD. Führende Sozialdemokraten, darunter
Parteichef Till Backhaus, hatten eine Absage des Gipfels in Heiligendamm nicht
mehr ausgeschlossen, falls der Bund nicht deutlich mehr Geld beisteuert, als
bisher signalisiert. Seidel mahnte alle Beteiligten, "sich jetzt in
öffentlichen Diskussionen zurückzuhalten".

Seit wann kannte Ringstorff die Zahlen?
Unterdessen berichtete NDR 1 Radio MV von einem Streit innerhalb der
Landesregierung. Es gehe vor allem um die Frage, seit wann Ringstorff von den
gestiegenen Kosten wusste. Vor der Wahl im September hatte die Landesregierung
offiziell noch mit Gesamtkosten von etwa 45 Millionen Euro gerechnet. Dabei
lagen dem Bericht zufolge der Staatskanzlei schon im Sommer 2005 seriöse
Schätzungen vor, die von rund 100 Millionen ausgingen. Nach Informationen von
NDR 1 Radio MV hatten das Innenministerium und auch das Finanzministerium die
Staatskanzlei schon vor Monaten über die steigenden Kosten für den G8-Gipfel
informiert. Es sei allerdings nichts geschehen. Erst vor einer Woche kamen die
neuen Zahlen ans Licht.

Der G8-Gipfel in Heiligendamm 2007 soll 92 Millionen € kosten. Damit sind die
prognostizierten Kosten wieder nach oben korrigiert worden. Voraussehbar ist,
dass das längst nicht das Ende ist, denn: vorangegangene Gipfel waren weitaus
teurer.

Der Protest gegen den G8-Gipfel 2007 hat eine für Deutschland einmalige Stärke
erreicht. Nahezu alle politischen Teilbereiche der Linken sind in der
Protestbewegung dabei: Erwerbslosenverbände, Umweltgruppen, Kritiker von
Gentechnik, Friedensgruppen, linksradikale Gruppen, Studierendenverbände,
Anti-Atomgruppen, Gewerkschaften, Frauen/ Lesbengruppen, die Anwohner des
Bombodrom in Kyritz, lokale Sozialforen sind nur einige davon. Weiträumige,
deutschlandweite Blockaden sind angekündigt.

Natürlich organisieren auch die "klassischen" Lobby-Organisationen Proteste,
z.B. attac oder Nichtregierungsorganisationen. Jene arbeiten zusammen mit
Herbert Grönemeyer. Grönemeyer will am 7. Juni ein Konzert nahe Heiligendamm
veranstalten. In einer Pressemitteilung distanziert er sich allerdings pauschal
vom Gipfelprotest.

Auch die internationale Mobilisierung ist enorm. Die "Infotour", eine
Arbeitsgruppe des "dissent!"-Spektrums, hat inzwischen 150 Veranstaltungen zum
G8 2007 im In- und Ausland durchgeführt. Das Echo ist groß: Mehrere Tausend
Aktivisten aus Griechenland, dem Baltikum, Polen, Island, Frankreich, Benelux
und Holland haben ihr Kommen bereits angekündigt. Gruppen in Schweden,
Griechenland, Ungarn und Italien machen eigene Infoveranstaltungen zum G8 in
Heiligendamm. Noch dieses Jahr reist die "Infotour AG" nach Frankreich,
Spanien, Portugal, Israel und Palästina. Im Januar wird die Infotour-AG von
"dissent!" auf dem Weltsozialforum in Kenia präsent sein.

Dieses Jahr fanden bereits 3 Veranstaltungen in Bad Doberan und Kühlungsborn
statt. Bad Doberan und Kühlungsborn sind die umliegenden Städte von
Heiligendamm. Dort wurde die Bevölkerung informiert über die inhaltliche Kritik
an den G8, die lokale Bedeutung der G8-Weltpolitik, die Kosten vorangegangener
Gipfel und die Planungen der Gipfelgegener für 2007. Die Veranstaltungen
stießen auf großen Zuspruch, Folgeveranstaltungen sind verabredet.

Luxus-Golfhotel Gleneagles abschirmten, sollten mehr als 80 Mio. kosten)

2003 Evian, Frankreich (in Kooperation mit Schweiz und Deutschland): mind. 140
Mio. €, andere Schätzungen 400 Mio. Britische Pfund

2002 Kananaskis, Alberta, Kanada: 300 Mio. CA$

2001 Genua, Italien: 225 Mio. US$ (davon Infrastrukturverbesserungen 100 Mio.
US$, Sicherheit 40 Mio. US$)

2000 Okinawa, Japan: 750 Millionen US$

Vermutlich wurden auf der gestrigen Inneministerkonferenz in Nürnberg
Verabredungen über die Finanzierung der sicherheitspolitischen Kosten für den
G8 getroffen.

Letztlich sollte der G8-Gipfel in Heiligendamm aber nicht wegen der zu hohen
Kosten verhindert werden. Die G8 sind eine undemokratische, intransparente
Organisation von 8 Regierungen, die sich anmaßen über drängende weltpolitische
Fragen zu entscheiden. Dabei repräsentieren sie lediglich einen Bruchteil der
Weltbevölkerung. Unter der Wirtschafts-, Energie-, Umwelt- und Sozialpolitik
der G8 leiden Milliarden von Menschen.

Weiter Streit um G8-Gipfel-Kosten in Schwerin

Schwerin/MVr Die große Koalition in Mecklenburg-Vorpommern erlebt bereits knapp
zwei Wochen nach Vereidigung der neuen Regierung ihre erste Belastungsprobe.

Unmittelbar vor einem für Freitag geplanten Spitzengespräch im Kanzleramt zur
Kostenaufteilung für den G8-Gipfel 2007 in Heiligendamm kritisierte Vize-
Regierungschef Jürgen Seidel (CDU) die am Vortag geäußerten Drohungen aus der
SPD. Führende Sozialdemokraten des Landes, darunter Parteichef Till Backhaus,
hatten eine Absage des Gipfels Anfang Juni im Ostseebad nicht mehr
ausgeschlossen, falls der Bund nicht deutlich mehr Geld beisteuert als bisher
signalisiert.
CDU-Landeschef Seidel riet am Donnerstag "allen Beteiligten, sich jetzt in der
öffentlichen Diskussion zurückzuhalten". Der Parlamentarische Geschäftsführer
der CDU-Landtagsfraktion, Harry Glawe, sagte,es sei unsinnig zu suggerieren,
Mecklenburg- Vorpommern könne den Gipfel einfach absagen. "Nicht nur der
Imageschaden für das Land wäre immens. Auch mit Regressforderungen müsste das
Land rechnen." In der kommenden Woche (21.-23. November) tagt in Rostock
bereits die internationale Sicherheitskonferenz "SECON (Security Conference) MV
2006" mit Blick auf den Gipfel im Juni kommenden Jahres. Mehr als 50 Polizei-
und Sicherheitsexperten aus elf Ländern und von Europol beraten über
Sicherheitskonzepte für Großereignisse, wie internationale Gipfeltreffen.
Die Sicherheitskosten für das Treffen der Staats- und Regierungschefs der acht
führenden Industrienationen werden derzeit auf insgesamt 92 Millionen Euro
geschätzt. Allein der Bau eines Sicherheitszauns um den Tagungsort an der
Ostsee wird auf etwa 11 Millionen Euro veranschlagt. Die Landesregierung hatte
jüngst erklärt, 34 Millionen Euro tragen zu wollen und damit das Dreifache der
ursprünglich geplanten Summe. Der Bund solle 58 Millionen Euro schultern.
Bisher liegt nach den Worten von Landesfinanzministerin Sigrid Keler (SPD) aus
Berlin aber erst eine mündliche Zusage über 24 Millionen Euro vor.
Im Privatsender Antenne Mecklenburg-Vorpommern sagte Seidel mit Blick auf die
Äußerungen von Backhaus und dem SPD- Fraktionsvorsitzenden im Landtag, Volker
Schlotmann, man solle nicht leichtfertig über solche Konsequenzen sprechen. Das
Gespräch im Bundeskanzleramt, zu dem neben Seidel auch Innenminister Lorenz
Caffier (CDU) und der Chef der Staatskanzlei, Reinhard Meyer (SPD), fahren,
müsse völlig ergebnisoffen geführt werden.
Der innenpolitische Sprecher der Linksparteifraktion, Peter Ritter, hat eine
generelle Debatte über die Finanzierung von Sicherheitsaufgaben gefordert. "Es
kann nicht sein, dass die Bundesländer finanziell Einschränkungen hinnehmen
müssen, wenn der Bund Sicherheitskosten verursacht", erklärte er. Das betreffe
die Absicherung von Castor-Transporten, von Staatsbesuchen oder
Sportereignissen.
Gipfelgegner rechnen unterdessen mit weitaus höheren Kosten als 92 Millionen
Euro für das Treffen in Heiligendamm. Ein Sprecher der "Gipfelsoli Infogruppe"
sagte der dpa, die Organisation gehe von mehr als 200 Millionen Euro aus.
Grundlage der Schätzung seien auch die Kostenrechnungen früherer G8-Gipfel.

"Make Capitalism History," Benefit CD Against the G8 Summit 2007

"Make Capitalism History" is a benefit and mobilization sampler, created with
the purpose of supporting and financing the mobilization against the upcoming
G8 summit in Northern Germany in June of 2007 (06.06-08.06).

The sampler is the product of a cooperation between Fire and Flames Music,
Avanti (an extra-parliamentary left project from the North of Germany, and
Lucha Amada.

It comes with a booklet full of informations about the upcoming G8 summit,
translated into 6 languages (English, German, French, Spanish, Danish, and
Polish). The English version of the joint text from FF, Avanti, and Lucha Amada
is also here below.



And of course, musically an excellent mix of styles with the corresponding
political message. 20 songs from bands from all around the world (or almost),
and over 70 minutes of music (below is the playlist).

The next summit of the G8 is scheduled to take place in summer of 2007, on the
banks of the "Ostsee" in Heiligendamm (near Rostock). This summit brings
together the self-appointed "leaders of the world," meaning the rulers of the
seven "industrialized" nations, plus Russia. The decisions to be made at this
summit, of international relevance, have for the most part already been
discussed and developed elsewhere in advance. This means that the G8 summit is
principally a gathering of symbolic, rather than material concrete, revelance.
The goal of all this being to justify and legitimize decisions through a
barrage of media exposure and propaganda, thus creating the illusion that it is
an open process.

It is this background which has in the last years turned G8 summits into
crystallization points for protest and resistance. The past attacks on the "red
zones" of power through streetprotests, barricades, and direct action are still
fresh memories for most. If anything, it can already be counted as a success of
the "anti-globalization" movement that its protests shed light on, and made
mainstream, issues such as environmental destruction, poverty, and
exploitation. The role of the G8 as protector of the social, economic,
political and cultural relations which cause these issues has been exposed, and
as a result of this G8 summits are now held in isolated fortresses, no longer
allowing for the illusion of proximity to "the masses."
The demonstrations, presentations, discussions, cultural and music festivals,
and other diverse actions against this summit are aimed to demonstrate, above
all, that we find the realities (on both a local and global level) of the
global capitalist system to be unacceptable. It is our goal to show that there
are indeed alternatives to this system and its inevitably accompanying
catastrophes (permanent war, exploitation, oppression, ...)! Thus, the protests
against the summit of world rulers provide us with a space to expose the various
facets of this barbarism and explore, discuss, and organize options for
resistance.

With this mobilization sampler we aim to add our grain of sand in creating the
necessary preconditions for this process. We want to motivate people to become
involved in the discussions and preparations, and to take an active part in the
upcoming protests. The organization, preparation, and distribution of such a
sampler are just one example amongst hundreds of other options! This sampler
has only become possible through the cooperation of the artists and bands who
have contributed songs, as well as the political groups and organizations who
have come together to put it out. Thus, this CD itself is a practical example
of the idea of coming together to exchange ideas and then combining strengths
with others in order to make a project a reality.
The entire anti G8 2007 moobilization is so large and ambitious that any one
political tendency would be completely overwhelmed by the task. The jobs in
front of us like the organization of a common protest camp, of effective
propaganda work, international mobilizing, financing, and much more can only be
successfully accomplished as a common endeavor. But just as it is imortant to
work together on this task, the sheer enormity of it also presents a wide range
of possibilities for groups and individuals to bring to it their own
perspectives and ideas!

In this process, it is important for us to show that this is not a fight for a
"better capitalism," or to win a seat at the bargaining table of our rulers.
The "leaders" who meet at this summit have no legitimacy in our eyes, and
certainly no right to decide our fates and futures! Instead of allowing the
interests of capital to dictate the direction of society, we must fight to put
the productivity and accomlishments of today to work for ALL of us. This means
not only the delegitimization of the G8, but rather the concrete fight for
global rights! In this category fall for us concepts such as global freedom of
movement, an unconditional basic income, and the destruction of sexist gender
norms. These are struggles which are on the surface only partial, but which are
revolutionary in that they are inherently incompatible with the interests of
global capitalism.

For us, the deligitimization of the G8 summit must also be expressed through
practical forms of action. Therefore, we call for massive blockades during the
planned days of action. For these blockades to be succesful, they will require
the participation of a much larger number of people than what we have been
seeing lately in protest movements. The blockades must on the one hand be in
such a form that all kinds of people, with the widest variety of tactics, can
participate and support each other. On the other hand, they must not remain in
the purely symbolic, but rather be a concrete and dedicated attempt to cut the
G8 summit off from its functional infrastructure.
We aim to show that we are not just there to protest, but that we intend to take
our destinies into our own hands, and that we have but one demand for the G8
summit and the rulers of the world: Que se Vayan Todos!
