G8 Summit 2007: Already there is a broad resistance

Heiligendamm has 270 inhabitants, lies on the coast of the Baltic Sea and is
part of the district of the small town of Bad Doberan. The G8 summit will
happen in May or June 2007, not in July like other summits, in order to avoid
any revenue loss for the tourism industry in this region. The event is expected
to take place at the Kempinski hotel in Heiligendamm; this is a luxury hotel
which belongs to the Fundus-Group. Fundus is currently buying up more and more
of (and hence privatising) the land around the hotel, thus becoming the subject
of much talk, because hitherto public thorough-fares are being closed off. The
space requirements of the summit delegations are expected to exceed those
available at the hotel, which means the actual summit itself may be scheduled
for Rostock (20 kilometres away with 200 000 inhabitants)

Already now, the mobilisation on the Left is impressive. Many already began to
prepare and network in 2005.


Anarchists and Left Radicals
The organisation in Germany already began in April 2005 at the conference of the
"Bundeskoordination Internationalismus" (BUKO - the federal coordination for
internationalism). Since then, there have been two Germany-wide meetings, each
with over 200 participants (and numerous e-lists). Some activists from Eastern
European countries, France, Switzerland and the UK also attended. The
discussions at the meetings revolved around organisational issues: Should the
PGA Hallmarks provide an organisational basis? How would decisions be made?
What kind of organisation would this be: will this be a network for the
particular elements of the radical left or will it be a platform for everyone?
To date, the radical left groups have worked within a notion of "Dissent!"
The content discussions focussed on terms such as "internationalism" and
"globalisation": Does globalistion offer any positive connotations (e.g.
"globalisation from below"), or should there be a continuation of the term
internationalism, including further development of its meaning? What is the
relationship of this mobilisation to liberation movements? How can contemporary
social organisations find a space for themselves within the moblisation (for
example in the area of migration)? Can we articulate overarching concerns?
In multiple working groups these different points were explored: political
content, Infotour, external and internal communication, action, strategy, St
Petersbrug 2006, praxis, camp 2006, trauma, anti-repression etc. One decision
that was made is that there will be an international mobilising camp this
summer and a number of groups are working on the idea of making migration the
main theme of this gathering.

Out of these initiatives the working group Infotour has formed. The purpose of
this group is to organise publicity about the G8, so as to involve as many
groups and individuals as possible in the preparations for the mobilisation
from an early stage already. The Infogroup takes an approach whereby it is the
explicit aim to provide information about all mobilising activities,
particularly also to counteract any possible splitting of the broader
mobilisation. At present, there are around 30 info-events planned in Germany,

Left Coalition

For the past six months, organisations and networks such as the Interventionist
Left, SOLID, ATTAC and others have been trying to create a broad left
coalition. It will be officially launched at the end of March. Here, an excerpt
from the call:

 "We are thus calling for the creation of an inclusive and broad coalition that
takes on the organisation and coordination of all collective tasks which cannot
be achieved by one group alone. Here, initiatives from across the Left spectrum
should come together: Local social forums, unemployed and social initiatives,
antifascist groups, refugee initiatives, autonomous groups and other
movement-orientated groups of the radical left, third world and church
organisations, ATTAC and no-global organisations, traditional communist and
trotskist organisations, trade unions and youth groups, The Linkspartei (Left
party)/PDS etc.

In order for all relevant groups to be able to participate in the preparations
in an equal way, we require a basic consensus that enables us to work together
despite our differences and is not articulated unnecessarily narrowly.

 As common basic principles, we propose:

* The explicit and unequivocal delegitimisation of the G8
* The reciprocal recognition of different forms of protest, action and
resistance
* A mode of collaboration based on solidarity and reliability which enables
binding decisions
* A clear and pro-active rejection of all right wing populist and right-wing
forces"

Since January the NoLager Network (anti-deportation network) is calling for
mobilisations against the G8 2007 (migration will be one of the cetral themes
of the general anti-G8 mobilisation). In  this way refugees will connect their
struggles with Mecklenburg-Vorpommern, the federal state where the G8 will be
taking place: It is in Mecklenburg-Vorpommern where the German government began
the mass deportations to Togo. Resistance to this has had initial success and
the deportations have had to be interrupted.
Annually in May, the BUKO conference takes place. This year, there will be an
explicit theme on the G8.
In 2005 there were 2 militant attacks in the context of the G8 2007 in
Heiligendamm. In Hamburg the car of a corporate executive burnt and in Berlin
this happened to a villa belonging to the foreign office.
ATTAC has created a federal working group and publicised the call: "Global
Social Rights". NGOs are also mobilising. The local section of the Linkspartei
(Left Party) in Rostock where the G8 will predomonantly take place, rejects the
G8.

Many of these groups and organisations will have a presence at the European
Social Forum in Athens because of their ongoing efforts to organise against the
2007 G8 summit.

Meanwhile in Rostock there are many Left orientated groups preparing for the
summit. There are local networking meetings and public events. Already anti-G8
groups are calling against the 2006 edition of the annual May 1st demonstration
of the openly fascist NPD (German nationalist party).

G8 2007: la contestazione é giá ora molto vasta

Heiligendamm é un paesino di 270 abitanti situato sule sponde del Baltico e
frazione della cittadina Bad Doberan. Il Summit avrá luogo nel maggio o nel
giugno del 2007, e non a luglio, come gli altri g8, perché ció arrecherebbe
danno al turismo nella regione. L' evento viene allestito nell' Hotel Keminsky
di Heiligendamm, un albergo di lusso che appartriene al gruppo "Fundus".
Fundus, che sta acquistando un numero sempre maggiore di terreni, fa parlare di
sé, perché detti terreni vengono privatizzati, con conseguente chiusura al
libero transito. Siccome l' albergo dispone di una capienza limitata sia in
fatto di camere sia in fatto di sale da conferenza, é possibile che il Summit
vero e proprio si svolga piuttosto nella cittá di Rostock (200.000 abitanti),
distante 20 Km.

La mobilitazione nelle aree di sinistra é fin d' ora impressionante. Alcune
componenti iniziarono a prapararsi e connettersi giá nel 2005.

Anarchici e antagonisti

Il primo momento organizzativo si é verificato durante un congresso del
Coordinamento Federale Internazionalismo ( Bundeskoordination
Internationalismus, in breve: BUKO). Da allora hanno giá avuto luogo due
incontri a livello nazionale, ai quali hanno partecipato in entrambi i casi
circa 200 persone (sono nate inoltre varie mailing-lists). Alcuni attivisti
provenivano da paesi dell' Est europeo, dalla Francia, dalla Svizzera e dalla
Gran Bretagna.
Le discussioni durante questi incontri sono state incentrate sull' aggregazione:
esiste la volontá di rifarsi ai principi dell'AGP come piattaforma di base?
Quali dovrebbero essere i metodi decisionali? Di che tipo dovrá essere l'
aggregazione: collegamento di gruppi antagonisti o piattaforma per tutti? Come
denominare la mobilitazione? Finora l' aggregazione antagonista viene nella
maggior parte dei casi indicata come l' area di Dissent!
Le discussioni relative ai contenuti si sono concentrate sui concetti di
internazionalismo e globalizzazione. Esistono possibilitá di individuare nella
globalizzazione elementi per un riferimento in positivo (per esempio:
"globalizzazione dal basso") o é meglio attenersi al concetto di
internazionalismo e cercare di sviluppare quest' ultimo? Di che carattere é il
riferimento ai movimenti di liberazione? Come possono momenti di aggregazione
sociale, per esempio nel campo della migrazione, ritrovarsi nella
mobilitazione? Esiste un filo conduttore contenutistico?

In diversi gruppi di lavoro sono stati approfonditi diversi punti: discussione
di contenuti, tour d' informazione, comunicazione verso l' interno e l'
esterno, azione, strategia, Pietroburgo 2006, pratiche, accampamento 2006,
trauma, antirepressione ecc. Di sicuro in estate avrá luogo un campo
internazionale di mobilitazione. Diversi gruppi stanno giá lavorando per fare
in modo che la migrazione possa essere inserita fra i temi portanti. Il
prossimo incontro avrá luogo dal 31 Marzo al 2 Aprile 2006. L' aggregazione

Da quest' area é nato un gruppo di lavoro "Tour d' informazione". Il suo
obbiettivo é l' informazione in relazione al g8 e la realizzazione di tentativi
di coinvolgimento del maggior numero possibile di realtá e individui fin d' ora.
Questo non da ultimo per creare condizioni utili a evitare eventuali spaccature.
In Germania, Polonia e Svizzera sono programmati 30 incontri informativi.
Oltre a un gruppo di lavoro per una carovana ciclistica, esiste naturalmente un
gruppo di lavoro "mobilitazione internazionale" ed é giá attivo anche un

Aggregazione unitaria dei gruppi di sinistra

Da circa sei mesi organizzazioni e reti come la sinistra intervenzionista,
solid, attac etc. cercano di organizzare una vasta aggegazione unitaria dei
gruppi di sinistra, alla quale intendono dare il via a fine Marzo a Rostock. Un
estratto dalla convocazione dice:

"Invitiamo tutti a costruire una vasta aggregazione d' insieme, che si faccia
carico dell' organizzazione e del coordinamento dei vari compiti che singole
correnti non possono garantire. Qui dovrebbero convergere iniziative da tutte
le aree di sinistra: i forum sociali locali, le iniziative popolari e dei
senzareddito, i gruppi dell' antifascismo, le iniziative per i rifugiati, i
gruppi dell' autonomia e altri antagonisti con orientamento movimentistico,
iniziative terzomondiste e di credenti, attac e reti no-global, organizzazioni
comuniste tradizionaliste e trotzkiste, rami sindacali e gruppi giovanili nei
sindacati, Linkspartei/PDS eccetera.

Affinché tutti i raggruppamenti di rilievo possano partecipare in modo paritario
ai preparativi, abbiamo bisogno di un consenso di base, che, consapevole delle
differenze, renda possibile un andare insieme aperto e non troppo circoscritto.

Come basi comuni proponiamo:

*La definitiva delegittimazione dei G-8;
*Il reciproco riconoscimento di pratiche d' azione e di resistenza differenti;
*Un rapportarsi gli uni agli altri affidabile e solidale che sia in grado di
rendere possibili accordi vincolanti;
*Un distanziamento chiaro ed offensivo da forze destroidi e destropopuliste."

Inoltre...

Da Gennaio anche la rete NoLager convoca al G8 2007 (uno degli elementi portanti
della mobilitazione controverticistica é la migrazione). Con ció rifugiati si
riallacciano alle loro lotte in Meclemburgo-Pomerania, il Land federale futuro
ospite del G8; da lí, infatti, il Governo fece partire le deportazioni di massa
per il Togo. Le lotte hanno gíá ottenuto primi risultati: un' espulsione dovette
essere sospesa.
A Maggio ha luogo l' incontro annuale del Coordinamento federale
internazionalismo. Lá il G8 sará uno degli argomenti principali.
Nel 2005 hanno avuto luogo due attentati militanti con riferimento al G8 di
Heiligendamm nel 2007: ad Amburgo andó in fiamme l' auto di un membro del
consiglio d' amministrazione di un' impresa e a Berlino una villa del Ministero
degli Esteri. La rete tedesca di attac ha costituito un gruppo di lavoro su
scala nazionale e pubblicato una convocazione dal titolo: "Diritti sociali
globali". Anche varie ONG stanno mobilitando. La sezione distrettuale della
Linkspartei a Rostock, dove si svolgerá prevalentemente il G8, é contraria al
Summit.

In relazione al G8, molte delle aree sopraelencate saranno rappresentate al
Forum Sociale Europeo di Atene.

A Rostock, nel frattempo, ci sono ormai diverse realtá di sinistra che si
preparano al Summit. Hanno luogo sia iniziative di coordinamento che incontri
d' informazione. Il 1° Maggio avrá luogo l' annuale manifestazione della NPD di
Rostock, che é apertamente fascista. Fin d' ora anche le realtá anti G8 invitano
a partecipare alla contestazione della stessa.

G8 Gipfel 2007: Der Widerstand ist bereits jetzt breit

Heiligendamm hat 270 EinwohnerInnen, liegt an der Ostsee und ist ein Ortsteil
der Kleinstadt Bad Doberan. Der Gipfel findet im Mai oder Juni 2007 statt -
nicht im Juli, wie sonst die G8-Gipfel, denn dies würde dem Tourismus in der
Region schaden. Ausgerichtet wird das Ereignis im Kempinski-Hotel Heiligendamm;
ein Luxushotel das zur Fundus-Gruppe gehört. Fundus kauft immer mehr Gelände
rund um das Hotel auf und macht von sich reden, weil jene Gelände privatisiert
und damit für den öffentlichen Durchgang gesperrt werden.
Weil das Hotel aber begrenzte Tagungs- und Übernachtungskapazitäten besitzt wird
der eigentliche Gipfel womöglich im 20 Kilometer entfernten Rostock (200.000
EinwohnerInnen) stattfinden.

Die Mobilisierung in den linken Spektren ist bereits jetzt beeindruckend. Einige
begannen schon 2005 sich vorzubereiten und zu vernetzen.

AnarchistInnen und Linksradikale

Die Organisierung begann im April 2005 auf dem Kongreß der Bundeskoordination
Internationalismus (BUKO). Seitdem gab es 2 bundesweite Treffen mit jeweils
über 200 TeilnehmerInnen (und etliche Mailinglisten). Die Treffen hatten
Informations- und Diskussionscharakter. Einige AktivistInnen kamen aus
osteuropäischen Ländern, Frankreich, der Schweiz und Großbritannien.
Die Diskussionen auf dem Treffen drehten sich um die Organisierung: Sollen die
PGA-Hallmarks eine Grundlage sein? Wie werden Entscheidungen getroffen? Welcher
Art ist die Organisierung; bestimmte linksradikale Gruppen finden sich zusammen
oder ist es eine Plattform für alle? Unter welchem Namen läuft die
Mobilisierung? Bisher wird die linksradikale Organisierung meist als
"dissent!"-Spektrum bezeichnet.
Die inhaltlichen Diskussionen gingen z.B. um die Begriffe Internationalismus und
Globalisierung: Bietet Globalisierung irgendeinen positiven Bezug (z.B.
"Globalisierung von unten") oder am Begriff Internationalismus festhalten und
ihn weiterentwickeln? Wie ist der Bezug auf Befreiungsbewegungen? Wie können
sich aktuelle soziale Organisierungen, z.B. im Bereich Migration, in der
Mobilisierung wiederfinden? Gibt es eine inhaltliche Klammer?

In mehreren Arbeitsgruppen wurden etliche Punkte vertieft: Inhaltliche
Diskussion, Infotour, Kommunikation nach innen und außen, Aktion, Strategie,
St. Petersburg 2006, Praxis, Camp 2006, Trauma, Antirepression etc. Fest steht
dass es ein Internationales Mobilisierungscamp im Sommer gibt. Mehrere Gruppen
arbeiten daran, Migration als einen der Schwerpunkte einzubringen. Das
Folgetreffen findet vom 31. März bis 2. April 2006 statt. Die linksradikale

Aus diesem Spektrum heraus hat sich eine Arbeitsgruppe "Infotour" gegründet.
Ziel ist die Öffentlichkeitsarbeit zum G8 und der Versuch, möglichst viele
Gruppen und Personen schon jetzt in die Vorbereitung einzubinden. Dabei
verfolgt die Infogruppe einen strömungsübergreifenden Ansatz: Es wird explizit
über alle Mobilisierungen informiert. Nicht zuletzt auch um einer etwaigen
Spaltung entgegenzuarbeiten. 30 Infoveranstaltungen gibt es in Deutschland,
Polen und der Schweiz.
Es gibt neben einer Arbeitsgruppe für eine Fahrradkarawane auch eine
"Aktionsgruppe" und natürlich die AG "Internationale Mobilisierung":

Linkes Bündnis

Seit einem halben Jahr planen Organisationen und Netzwerke wie
Interventionistische Linke, solid, attac etc. den Versuch eines breiten linken
Bündnis. Es soll Ende März in Rostock gestartet werden. Aus dem Aufruf:
"Wir rufen daher zur Bildung eines breit angelegten Gesamtbündnisses auf, das
die Organisation und Koordination der gemeinsamen Aufgaben übernimmt, die nicht
von einzelnen Strömungen allein geleistet werden können. Hier sollten
Initiativen aus allen Spektren der Linken zusammen kommen: Die lokalen
Sozialforen, Erwerbslosen- und Sozialinitiativen, Antifagruppen,
Flüchtlings-Initiativen, Autonome Gruppen und andere bewegungsorientierte
Linksradikale, 3.Welt- und Kirchengruppen, attac und die no-global-Netzwerke,
traditionskommunistische und trotzkistische Organisationen,
Gewerkschaftsgliederungen und -jugendverbände, Linkspartei/PDS usw.

Damit alle relevanten Gruppierungen an den Vorbereitungen gleichberechtigt
teilnehmen können, brauchen wir einen Grundkonsens, der um die Unterschiede
wissend ein offenes Miteinander ermöglicht und nicht zu eng gefasst ist.

Als gemeinsame Grundlagen schlagen wir vor:
* Die eindeutige Delegitimierung der G-8;
* Die gegenseitige Anerkennung unterschiedlicher Aktions- und Widerstandsformen;
* Ein solidarischer, verlässlicher Umgang miteinander, der verbindliche
Absprachen erlaubt;
* Eine klare und offensive Abgrenzung gegenüber rechtspopulistischen und rechten
Kräften."

Noch mehr...

Seit Januar ruft auch das NoLager-Netzwerk zum G8 2007 auf (Migration wird einer
der Schwerpunkte der Gegenmobilisierung). Flüchtlinge knüpfen damit ihre Kämpfe
in Mecklenburg-Vorpommern, dem Bundesland wo der G8 stattfindet, an: Dort
begann die Regierung mit Massenabschiebungen nach Togo. Der Widerstand hatte
erste Erfolge, eine Abschiebung musste ausgesetzt werden.
Im Mai findet der jährliche Kongreß der Bundeskoordination Internationalismus
statt. Dort wird G8 ein Schwerpunktthema werden.
2005 gab es 2 militante Anschläge mit Bezug auf Heiligendamm 2007: In Hamburg
brannte das Auto eines Unternehmensvorstandes, in Berlin eine Villa des
Auswärtigen Amtes.
attac Deutschland hat eine Bundes-AG gegründet und einen Aufruf veröffentlicht:
"Globale soziale Rechte". NGO´s mobilisieren ebenfalls. Der Kreisverband der
Linkspartei in Rostock, wo der Gipfel hauptsächlich stattfinden wird, lehnt den
G8 ab.

Viele dieser Spektren werden wegen des G8 2007 auf dem Europäischen Sozialforum
in Athen vertreten sein.

In Rostock gibt es inzwischen viele linke Gruppen die sich auf den Gipfel
vorbereiten. Es gibt lokale Vernetzungstreffen und Veranstaltungen. 2006 findet
die jährliche 1. Mai Demonstration der offen faschistischen NPD in Rostock
statt. Bereits jetzt rufen auch die Anti-G8-Zusammenhänge gegen die
Demonstration auf.
